第三方平台获取不到公众号的authorizer_refresh

公众号授权成功后，第三方平台调用

获取不到公众号的authorizer_refresh_token

第三方平台APPID：wx218957d2b1680d08

授权公众号ID：wx8fb55a3de5155379

并不是所有的授权公众号不能获取到authorizer_refresh_token，只是偶尔一两个，一直获取不到，客户那边显示授权是成功的。

获取不到authorizer_refresh_token导致第三方平台无法使用公众号的授权快速注册小程序："errcode":61023,"errmsg":"refresh_token is invalid rid: 6188ce18-30797aad-179ff456"
