发送公众号模板消息，什么情况下会导致微信回调failed:user block呢？

目前我们自己测试了公众号拉黑，用户关闭接收推送文章，取关等场景触发模版消息，均没有办法触发failed:user block用户拒收的场景，但是客户数据中存在failed:user block的数据，能够接收到微信模板消息的「用户拒收事件推送」。如果新版本微信没有用户拒收模版消息的设置，请问什么情况下会导致微信回调failed:user block呢？「用户设置拒绝接收公众号消息」具体有哪些方式呢？
